What are some tips for writing better characters?

I'm writing the story for a game idea of mine and I'm trying to have a bit of lore in it too. I'm great at creating interesting and vivid worlds, and cities, with stories behind all of it gps fleet tracking. However when I try to create specific characters and people and their interactions with each other, they always come up as flat and one dimensional or mary sues. What are some things I should keep in mind when fleshing out characters?

Ask yourself what their goals are. Start there.
