Title: Needing info for historic research

In my latest novel, set in 1946, a district nurse delivers a stillborn baby. The parents blame her for the death of the child and make a complaint. My problem is how would such a complaint be dealt with back in 1946 in Scotland? Finding it very hard to get any info. Any publications/ websites you know where I could get the information?
