For fiction, I like (and use) a TOC that has more than a simple 'Chapter 1' title. As a writer, I use the title as a teaser or tone-setter for the contents to follow. Reading such a TOC on one or two pages in the front matter provides a snapshot of the plot and the type of action in the book. In my case, I'm referring to Action/Adventure stories.

ABOUT THE AUTHOR
I think two or three pages of Chapter 1, Chapter 2, Chapter 3, etc. is a waste of space and provides no information other than the number of chapters in the book. Of course, in an ebook each title can provide a jump link to that chapter, but the Amazon Read Inside feature doesn't always link you to later chapters if it is not in the first 20% of the ebook content.
